Working with Pennsylvania industry, local municipalities, and industrial development organizations, Skelly and Loy has successfully completed the cleanup and reuse of numerous brownfield sites in the Commonwealth by meeting one of the following three clean-up standards set by Pennsylvania's Land Recycling Program (Act 2): background, statewide, or site-specific standards. To implement brownfields remediation, Skelly and Loy relies on a risk-based corrective action process which begins with the initial Environmental Site Assessment (ESA). Using a tier-based decision process, Skelly and Loy implements site investigations focused on collecting site-specific data critical to establishing site-specific risk-based clean-up goals.

Applying both analytical and numerical groundwater models, Skelly and Loy evaluates the resulting data by developing two- and three-dimensional simulations. This computer modeling provides a conservative, cost-effective means for statistically testing, interpreting, and evaluating contaminant fate and transport at impacted sites.

Integrating the information collected from the risk and exposure assessments, Skelly and Loy develops corrective actions with clean-up levels tailored to address site-specific environmental impacts. If necessary for meeting regulatory requirements, Skelly and Loy is experienced in developing remedial action plans that outline the site selected clean-up approach.
