The planning task involves assessing the existing conditions of the facility by conducting and evaluating the processes that may be involved for closing out a facility. During this task, a site visit will be performed to conduct a building survey for identifying areas of potential environmental concern, developing waste characterization plans, and determining issues that may be governed by regulatory policies and permits.

The step-by-step procedures for decommissioning the facility are developed during the design task. Issues to be addressed include public relations, project scope and schedule, surface decontamination procedures, environmental remediation actions, development of drawings, preparation of technical specifications and contract documents, and establishment of project controls.

The implementation task involves the physical work associated with the decommissioning plan. Site work may include subcontractor oversight during decommission/demolition activities, construction management, installation of groundwater and soil remediation systems, health and safety monitoring, and ultimately building demolition. The final phase of the project (i.e., closeout) typically involves waste disposal, site restoration, demobilization of equipment, and post-closure monitoring.
