Site Investigation/Act 2 Closure

Skelly and Loy has conducted hundreds of site investigations for both public and private sector clients. These investigations have focused on determining the type and extent of hazardous substances present in various media (soil, soil gas, groundwater, surface water, and sediments), the risk that these substances pose to human and ecological receptors, and ultimately the appropriate mitigation and remediation methods for cleaning up a site.

Our firm has experience with managing storage tank sites under Act 32 and projects under the Pennsylvania Department of Environmental Protection's (PA DEP) Land Recycling (Act 2) Program. In addition, Skelly and Loy is experienced with performing investigations under the CERCLA and RCRA programs.

We offer a full breadth of capabilities, ranging from preliminary studies to investigation design phase engineering services for hazardous sites throughout Pennsylvania and the Middle Atlantic region. Our familiarity and experience with the regulatory compliance requirements and policies of state regulatory programs, CERCLA, and RCRA provide value-added services. We use and implement innovative methods and techniques for characterizing sites.

We have established excellent working relationships with PA DEP regional offices and numerous case officers.
